II Evaluation of the youth employment initiative

This report contains the second evaluation of the Youth Employment Initiative, one of the main financial resources of the EU to finance the application of the Youth Guarantee.

The Youth Employment Operative Programme (2014-2020) seeks to reduce the youth unemployment rate in Spain through an improvement in qualifications and the promotion of recruitment, self-employment and promoting the activation of youth who neither study nor work nor are looking for a job.

The objective of this evaluation is to analyse the execution, effectiveness, results, efficiency and impact of the eligible measures within Axis 5 of this Programme ("Sustainable labor market integration of young people who are not employed, nor participate in education or training systems, particularly in the context of the Youth Guarantee"), that have been developed and finalized on December 31, 2017.

The high rates of youth unemployment led to a focus on youth, understanding the seriousness of the situation and the consequences in terms of loss of talent and lack of opportunities for young people. In this context, the Youth Employment Initiative has provided an important boost to youth employment policies in Spain.
