Disaggregation of data on children by ethnicity. Guidance for Country Analytical Reports (CAR)

This document serves to guide National Statictics Offices in reviewing their country data collection systems and providing solutions to introduce or strengthen the collection of data on children disaggregated by ethnicity or proxy measures in their respective countries.

UNICEF and National Statistics Offices (NSOs) have a long-standing cooperation in collecting and analysing data on children so that progressive realization of child rights can be monitored (TransMonEE, Multiple Indicator Cluster Surveys etc.). As part of their collaboration with the UNICEF Regional Office for the CEE/CIS region, NSOs annually develop a Country Analytical Report (CAR) which focuses on one particular domain of data collection concerning the rights of children.

In order to improve governments’ capacities to monitor the results of national efforts to promote the inclusion of children from ethnic and linguistic minorities and reduce inequities, this document was produced to guide NSOs in reviewing their country data collection systems and providing solutions to introduce or strengthen the collection of data on children disaggregated by ethnicity or proxy measures in their respective countries.

“Disaggregation of data on children by ethnicity” was the thematic priority of the 2015 TransMONEE data collection round.
