The Third Sector and Service Provision: European practices and lessons for Spain
This report identifies European models and practices for the participation of Third Sector entities in the provision of public services that are operating satisfactorily in other European Union countries and from which clues and lessons can be drawn for Spain. Based on the experiences analyzed and taking into account the context of European and national regulatory changes, changes and improvements are proposed that should be applied in Spain.
To this end, operational practices and formulas have been analyzed in five countries: Austria, Germany, Sweden, United Kingdom and Italy. The selection of these countries was determined by two criteria: on the one hand, their representation of different paths and models in the implementation of welfare systemst; on the other, a highlevel of advanced and consolidated experiences in the systems of partnership between administrations and social entities in the provision of public services.
