The evaluation has been all-encompassing, and has considered:
- The economic impacts (contribution to economic growth in its broadest sense: production, consumption, employment, and fiscal returns)
- The socio-labour impacts (contribution to the creation of employment and employability via occupational training)
- The institutional impacts (contribution to the institutional and organisational strengthening, as well as to the creation of networks and synergies with companies, Public Administrations and social entities).
With this triple evaluation, which forms a unit, the social entities have tried to fulfil several objectives that reinforce each other. On the one hand, accounts are given of the own and foreign resources, employees in the POLCD before the ESF, the Public Administrations and the Spanish society in general, demonstrating that they are efficient and effective. Advances are also made in evaluation methodologies and the potential and limitations of the programme itself are confirmed.
