Public-private cooperation in the field of addictions: situation and challenges

This study by UNAD (Union of Associations and Entities for Drug Dependent Care) analyses the trends in the development of public-private cooperation in the field of addictions, identifying the necessary changes in order to move towards a more sustainable model of its services and entities.

The addiction sector is in a context of change at different levels:

  • Change in the profile of people with addictions and consumption patterns
  • Change in that of the entities that provide services to them
  • And change in the regulatory environment in which they are framed

From this starting point and on the fundamental premise that the addiction sector must move towards a more sustainable financing model, this work is structured as follows

  • Firstly, an analysis is undertaken of the trends in public-private cooperation in the European and Spanish environment, and of the main formulas by which this cooperation is implemented
  • Secondly, the study analyses how the addiction sector is currently financed
  • Thirdly, the study defines what a sustainable financing model implies for the addiction sector, proposing a set of strategic recommendations in this direction

With a clear practical vocation, this series of recommendations are grouped into 2 large blocks:

  1. Achieving operational improvements in the three fundamental financing modalities: concerts, contracts and grants.
  2. Moving towards the system sustainability, seeking a cultural, regulatory and collaborative environment with the most stable and long-term public administrations.

The report is completed with an executive summary in which the fundamental ideas are synthetically presented, in addition to a description of the objectives, methodology and the corresponding annexes of sources used.
