This guide has a double objective.

On the one hand, it contains guidance and recommendations intended to facilitate a mainstreaming application of the principle of equality and non-discrimination in the use of ESI Funds for 2014–2020 (throughout the entire project cycle).

On the other hand, it includes guidance, examples and case studies intended to provide intermediary bodies and fund beneficiaries with inspiration about the most effective types of actions and measures when designing and implementing operations addressing the investment priority of “combating all forms of discrimination and promoting equal opportunities” in accordance with the actions and measures envisaged in the Partnership Agreement signed between Spain and the European Union.

This guide is especially aimed at intermediary bodies and managing authorities responsible for administering ESI Funds (ESF, ERDF and EAFRD) within national and regional government. It is also aimed at organisations that although not being part of the public authorities, nonetheless participate in managing the operational programmes (for example, various private intermediary bodies are expected to participate in administration of the ESF). It is also aimed at units responsible for promoting equality and non-discrimination policies in public authorities at national, regional and local level.
