Investing in equality and non-discrimination: towards more efficient and inclusive public policy

The aim of this publication is to improving the skills of management positions in the administrations public on the mainstreaming application of the principle of equality and non-discrimination in the design, implementation and evaluation of public policies, so that they can be integrated into their professional practice and the organizational environment.

The manual is divided into two parts:

Part I “Learning more about equality”

It introduces the topic and provides key information. The 6 sections that make up this block present an overview of the main issues and provide references for further reading on each of them: concepts, legislation, the situation of discrimination in Spain and the benefits of diversity.

Part II “Practical tools for mainstreaming the principle of equality and nondiscrimination”

It describes a series of tools that can be used to design, implementation and evaluation of public policies, how to manage diversity in public services and in public human resources. It includes examples and references to experiences that show how the various tools presented can be used in practice.
