José Manuel Fresno

Founder and Director, specialised in European affairs, Third sector, social policy, financing, development and strategic planning

  • José Manuel Fresno holds a Master degree in Business Administration and degrees in Sociology and Political Sciences as well as in Philosophy. He is the founder and director of Fresno, the right link, with 25 years of experience in working with international organisations as Director, advisor and project facilitator.

    Before founding Fresno, the right link, he was Executive Director of important civil society organisations, Fundación Luis Vives and Fundación Secretariado Gitano, which promote social inclusion of excluded groups, in Spain.

    He currently works as an advisor in several social inclusion projects in the European Commission (EC) and the Council of Europe. In 2019 he was selected as an External expert of the European Commission to:


    1. Support the implementation of structural reforms in the Member States, in the areas of:
    • Migration
    • Labour market and social cohesion policies
    • Welfare system

    1. Advise on the implementation of European Structural Investment Funds in the areas of:
    • Social Inclusion and Integration 
    • Education and Skills 
    • Fundamental rights


    He currently acts as advisor to various social inclusion projects of different European Commission (EC) Directorates and the Council of Europe. Moreover, he is a member of the Scientific Committee of the European Union Agency for Fundamental Rights.

    Mr. Fresno is a Spanish native speaker who is fluent in English and French. He has worked in Spain, Belgium, Austria, Czech Republic, Slovakia, Hungary, Bosnia and Herzegovina, Macedonia, Romania, Bulgaria, Ukraine and Russia. He has authored numerous research papers and publications and led several academic reviews on social policies.


    Director and founder, offering advice and support to EU Institutions and International Organisations and International NGOs, as well as to the Spanish government (at national, regional and local levels) on issues related to poverty and social exclusion, equality and anti-discrimination, immigration policies, and ethnic minorities. Providing technical advice and strategic consultancy for major Spanish NGOs.
